A man was arrested last November 25, 2010 by Revenue District Office No. 38- North Quezon City for uttering a bomb joke that caused panic and alarm to employees and taxpayers at the said BIR Office.

The man appeared at around 10:00am at the said Office to present accounting records of New Del Monte Lumber and Hardware , a client of Emelino T. Maestro Tax Agent Office (ETM TAO). While the accounting records were being verified, Calica uttered “may bomba diyan” referring to the boxes containing the records he intended to submit. The bomb scare frightened those present that caused them panic and alarm.

The man was identified as Mario Calica, a tax agent of ETM TAO.

Upon instructions of the Legal Division of BIR Quezon City Regional Office, a citizen’s arrest was done by the officers and staff of said Office against Calica. Thereafter, he was delivered to the nearest police station for the filing of necessary criminal charges.

After finding probable cause in the inquest proceedings conducted by the Quezon City Prosecutor’s Office, Assistant Prosecutor Millora recommended the filing of alarm and scandal raps against Calica, punishable under Article 155 of the Revised Penal Code.

The Legal Division likewise intends to file additional criminal charges against Calica for violation of Presidential Decree No. 1727, commonly known as the “Anti-Bomb Joke Law.”
