Quezon City, 12 February 2010 – The Bureau of Internal Revenue received an award recently, as one of the top 10 most compliant agencies in implementing Integrity Development Action Plan (IDAP) and Moral Renewal Action Plan (MRAP), at the Diosdado Macapagal Hall, LBP Plaza Bldg. in Malate , Manila.
The BIR ranked 5th among 177 agencies.
The award was given by Presidential Anti-Graft Commission Secretary Constancia P. de Guzman and received by BIR Deputy Commissioner for Resource Management Group Celia C. King in behalf of the BIR.
The awardees’ rating was based on the assessed performance of agencies in terms of the quality of measures and results of MRAP. The measures refer to the programs/projects/ activities and the corresponding outputs adopted by the agency to address the requirements of Administrative Order (AO) 255. And the results refer to the outcome of the measures adopted by the agency , which were evaluated in terms of how they contributed in achieving the purposes/objectives of AO 255.
The IDAP and MRAP were among the various anti-corruption programs and activities of the government, that have been instituted to infuse the virtues of integrity, transparency and efficiency in the delivery of public service. The IDAP was adopted in 2004 as the national anti-corruption framework of the government while the MRAP was introduced in January 2009 through the issuance by PGMA of AO 255.
AO 255 was issued by Pres. Gloria M. Arroyo to implement reforms in the country thru moral renewal and value reforms . It mandates all government agencies to adopt and implement their own moral renewal program.
In line with AO 255, the BIR implemented the BIR Moral Renewal Program (MRP) thru Revenue Memorandum Order No. 42-2009 to improve more the Bureau’s services to taxpayers . The BIR MRP is the flagship anti-corruption program of the Bureau which is composed of moral and integrity development activities that aim to promote integrity development, good governance, ethical leadership and spiritual deepening among revenuers.
